Sewer bills for a million residents and businesses in Northeast Ohio are set to rise October 1 to pay for a storm water management plan. It's aimed at resolving flooding, erosion and beach pollution across the region. But not everyone is happy to pay. A coalition of elected officials in northern Summit County is urging residents not to pay. And the issue is now in front of the courts. How to deal with storm water, and who will pay.
