Suburbs are finding new ways to increase safety and preserve the integrity of neighborhoods: fine the parents and punish the landlords. A law in Shaker Heights would penalize landlords for tenants' criminal behavior. Will the measures restore quality of life or violate civil rights? Is regulating misbehavior a good idea or a step too far? Join Regina Brett for the discussion Friday morning on The Sound of Ideas.
