There's growing consensus that the political process is completely hamstrung by partisan gridlock. It's on display in Columbus with last year's protracted budget battle, and it's at play in Washington in everything from health care reform to the confirmation of low level cabinet appointees. David Cohen assistant professor of political science at the Bliss Institute of Applied Politics, University of Akron
