Six weeks ago, a 17-year-old on home detention shot his ex-girlfriend in the face, effectively turning a spotlight on the gaping oversight holes in Cuyahoga County's juvenile justice system. Today, proposed reforms range from increasing capacity and staff to issuing Blackberries to home detention staff.
