Why Are Bands Skipping Cleveland on Tour?

Cleveland landed the Rock Hall two decades ago--largely due to its historic roots as the birthplace of rock-and-roll as well as for its reputation as a launching pad for national acts and, for many artists, a must-stop on their latest tour.
So why are U2, the Rolling Stones, Radiohead and many other acts leaving Cleveland off the tour t-shirt?
