Waste to Electricity?

The city of Cleveland wants to solve a trash problem, an energy problem and a money problem with one idea: a state-of-the art plant that turns garbage into gas that can be burned to create electricity. How would such a process work and who will come up with the $180-million needed to fund the project? Critics say the process can create emissions that do more environmental harm than good.
