Rounding Up the Stray Cats

The Mayor of Cleveland wants to spend a million dollars rounding up stray cats. Good idea or bureaucratic hairball? Alley cats better beware - under the plan, stray cats would be trapped and slapped in the pound. If not claimed within three days, they'd be put to sleep. The city says an "astronomical" number of cats wander the streets, but others say there's gotta be a better way.
