Some kids just aren't prepared to learn when they arrive at school for the first day of first grade. Pre-school programs such as Head Start and Pre-K aim to get kids ready. And advocates say quality early childhood education programs work. Yet those classes are not a top government funding priority. Cleveland Schools, for example, will axe preschool to balance the books this year.
