Four million people, 15 counties, 700 political entities and two pressing problems for northeast Ohio: sprawl and regional fragmentation. As we continue our conversations about the Voices and Choices agenda, we'll take a look at the decaying state of of our urban cores and the bridges our communities are building to become a unified region with shared goals.
