Reverse 911 System Fails To Reach Hundreds During Emergency

When word came Monday to evacuate the village of Fairport Harbor, Lake County activated its reverse 911 system to get the message to residents. But many people didn't get the call. Out of the more than 1500 calls placed, about 1/3 bounced back.
